The USD $25,000 per unauthorized incident or use amount is stated as a good-faith damages demand and enforcement-cost estimate. It is not intended as an automatic government fine or criminal penalty and shall apply only to the extent permitted by applicable law, written agreement, contract, settlement, or court order.
